It can be challenging to overcome visa roadblocks in Portugal, even if you’re a school. The process of obtaining the necessary visas for participants may involve complex requirements and bureaucratic procedures, depending on the country of origin.
Also, it doesn’t help telling the authorities that you’re legally, technically, formally not a real school (😅). Inspectors will ask you where you’re based, what are your intents, why are these people coming over, and many other questions.
It did help the fact that we had started a certification process we didn’t believed much in (with DGERT in Portugal), even though we were doing it for other reasons.
